India's law on this is the Immoral Traffic (Prevention) Act of 1956. In simple terms: an adult exchanging company for money in private is not itself a crime. Soliciting in a public place, running a brothel, living off someone else's earnings and trafficking anyone are crimes, and street pickups sit right on top of those lines. Police action in Hyderabad targets exactly those things: touts, brothel keepers and public soliciting. The client on the street is the one with the least protection.
